Charge ordering should follow the ordering below by default:

  1. Order by charge status (Unpaid, partially paid, paid)
  2. Order by period
  3. Order by charge type (Deposit, Rent, Utility)
  4. Order by utility type (Electricity, Heat, Water, Common charges)
